The Corps has analyzed the scoping comments for the Missouri River Authorized Purposes Study (MRAPS). They took into account the public input on problems, opportunities, and constraints regarding project purposes established by the Flood Control Act of 1944.
The Corps developed a structured comment form to invite public input on the eight original authorized purposes, other suggestions and concerns, and ideas on public involvement in MRAPS. Many respondents used the form that was presented on this website. For those that did not use the comment form, the Corps determined to which authorized purpose or other subject the remarks were most closely related. Then the comment was entered verbatim into the database, as if they were submitted on the comment form. Organizing all comments in this structured manner has aided the Corps in the analysis. Following this analysis a Draft Scoping Summary report (link to draft) was prepared which presented and organized the scoping comments into major groupings referred to as "themes" under each authorized purpose. The report included the Corps’ initial response and the proposed way forward to address the comments in the study.
